Referral Criteria

1. Client is homeless or threatened with homelessness.

2. Client is unable to raise a deposit by any other means.

3. Client can provide two references. We particularly look at one from a previous accommodation provider to assess accommodation history and sustainability and risk issues e.g. debt; rent arrears; maintenance of tenancy, attitude to responsibility. The other reference will be from a professional person, e.g. keyworker, voluntary work place manager.

4. Must be in receipt of benefits or a low income.


EARNINGS LIMITS (current at May 2007)

• Single person without children £250 net (take home) per week.

Couple without children £400 net (take home) per week.

Family earnings will be assessed on the number of adults and ages of children in the household.


5. No active drug use; minimum 6 months clean if previous user.

6. No history of arson.

7. Non-priority need.

8. Families are only considered by referral from ECC. Families will have been assessed and ECC will have found no duty to accommodate.

9. No clients on current Probation Orders.

REFERRAL SOURCES

We will consider referrals from any source dependent on clients meeting the referral criteria and that the geographical location required by clients is appropriate.

REFERRAL PROCESS

1. Keyworker completes a SmartMove referral form, risk assessment and consent to share form and sends it to Exeter SmartMove.

2. SmartMove will consider the referral form. We will make contact to offer an assessment appointment if appropriate.

Please be aware it is up to the client to source their own private rented accommodation. We do not have lists of vacancies.

We will invite clients to a mandatory one-to-one following acceptance onto the scheme. This session aims to help clients build skills and confidence for sourcing accommodation and successfully presenting the SmartMove scheme to potential landlords. It also deals with issues of expectation and affordability in the private rental market.
